You may have missed this option in the newest version of Fences: http://sd.stardock.com/sean/jingimages/2014-06-19_0913.png This would allow you to deactivate on one machine and activate on another.

It is unlikely that it was a result of the Start8 install unless it was corrupt in some way. Download it again from your account page and try again please.

I will assume you are just referring to a Seamless connection. Is it a folder portal you are needing to refresh or to see any new desktop icon in a regular Fence (or outside it for that matter)? What version of Fences are you running?
There have been no such other reports nor can we reproduce what you have noted. It is hard to see how Decor8 could cause the issues you are reporting. If Decor8 is not installed, are the issues resolved? What version are you running?
