You could use a custom icon for the folder image instead of the small icons. Just right click the folder and then select Icon>Pick custom tile image..., and then select an image you want to use for the folder. "Sometimes combine" is equivalent to "When taskbar is full" in windows 10. So labels will show until the taskbar is full.

LOCKING THE TASKBAR: Locking the taskbar prevents resizing the taskbar and changing its location. WHAT DOESN’T CHANGE AFTER LOCKING THE TASKBAR: Locking the taskbar doesn’t impact icons on the taskbar. You can still rearrange the system and apps icons shown on the taskbar. Put all the .cur and .ani files in a folder and give it a name. Drag this folder into the Windows Cursor Folder at "C:\Windows\Cursors". Then open the Mouse Properties control panel, click on the "Pointers" tab and select one of the Windows default System Schemes. Click "Save As" and give it a name. Now you will have to select each cursor in the "Customize" area and click "Browse" to locate the folder you created earlier in "C:\Windows\Cursors" and select the appropriate cursor. Repeat t
New pins are added at the bottom of the Start menu page displayed when you pin. You'll have to move it where you want it after it is pinned.

There doesn't appear to be a way to change these icons or the text which is displayed when hovering over the icon. There is an option to rename the shortcut, but that doesn't change anything on the actual Start menu. Your post brings up an interesting point. The text which appears when you hover over these shortcut icons should reflect the name change made in the settings instead of static tool tip text. I would recommend this as a change that should be made by the development team.
Check this option in settings and then hold the control key down when opening new apps.
Turn this setting off. Start Menu>Configuration Menu>Advanced>Show app list in start menu

Live tiles are not supported by Windows 11 or Start11.
If you had other Stardock programs installed, they would be listed in the Stardock folder also. To back up Start11, Just Export the Start8 folder which is actually the Start11 app. pelaird

I could be wrong, but I don't think the Microsoft Photos app respects the choices made in IconPackager in either Windows 10 or 11. I tested this by setting Windows Photo Viewer as the default app for .png files and the icon image for .png files in IconPackager was then respected and displayed properly in File Explorer. If you want your custom icons to display for the different image file types, you could make Windows Photo Viewer the default app for those file types. You'll first need
Run your yellow tile test with your display scaling set to 100% and see if the results are the same. If the red line shows in both positions at 100% scaling, then this is a scaling issue with the OS. Try other scaling settings such as 125% and 150%.
Check the Start Menu Configuration settings and make sure you don't have "Use Windows 11 style icons" turned on in the advanced section. Click on "Configure menu" and scroll to the bottom of the page to the Advanced section.
Also, you don't have to display all the icons on the tile of a start menu folder. You can assign a custom icon for the folder image. Right click on the folder and select "Icon>Select custom tile image" and then navigate to the icon you want to use in the resulting window.
This is a known bug. In the Themes folder create a duplicate of the smallest (size) theme and rename it "ZzzLast". This new theme is now the last theme in the folder and will not show up in CursorFX configuration settings. All of your other installed themes will now show up in CursorFX. pelaird

You may already be aware of this and if so, please ignore this reply. You do not have to display all the icons of a start menu folder. You can assign a custom icon for the folder image. Right click on the folder and select "Icon>Select custom tile image" and then navigate to the icon you want to use in the resulting window.
