Maybe the icon dimensions are larger than the tile and it's being scaled to fit. Go to the location where you have the icon stored and hover over it to see its dimensions. It looks like you are using the Small tile size on Start11, so if the icons file dimensions are larger than the tile, it is being scaled to fit the tile. The System Desktop is also scaling the icon file to fit the icon size you have selected for the desktop.

It doesn’t matter what labeling you use, It’s still counterintuitive to turn a switch on to turn something off. You wouldn’t turn a light switch on to turn off the light! Please consider fixing this setting so that it’s more intuitive. I don’t know of any other software that uses this type of switch scenario. The Dev’s seem dead set on using this setting as is with labeling changes instead of fixing it.

Try this: Open an Explorer window and then open another Explorer window. You should now have an Explorer group with two tabs. If not, drag one of the two windows on top of the other to form a group. Then right click one of the tabs and >Personalize Tab>and check Always show tabs for this type of window (as shown above). This will force Explorer to always show a tab even if there is only one. You will have to repeat this procedure for each app that you want to always show a tab.<

Not sure exactly which change fixed it, but I got it fixed. First, I did an extensive search of the Registry using Nirsoft's RegScanner app and saved the results. Then I ran the Purge .bat file for Groupy. Restarted the computer and then checked to make sure all the Registry entries were removed. They were. Next, I ran a search of my C: Drive for "Groupy."
