Actually, I was brave enough and Start11_1.4.5.2-j310 seems to be working well for me.

Start11_1.4.5.1-Setup.exe seems to have fixed my issue with most of the System Tray icons not appearing after booting up. I'm not sure if I'm brave enough to try Start11_1.4.5.2-j310-Setup_sd.exe. [e digicons]:D[/e]
I went back to 1.4.2. Problem solved.
I am having an issue with missing system tray icons when starting up or rebooting. Less than half the icons appear. It doesn't happen consistently - maybe once every 3-4 boots/restarts. This issue seems to come and go depending on the version, but both 1.43 and 1.44 definitely have it. For me, the last version without the issue was Start11_1.4.2.0-j301. System info: Three monitors: primary is 2560x1440 @ 144Hz. Two and three are 2560x1440 @ 60Hz and 1280x72

I have no solution, but I've had the same issue since 1.4x. Sometimes the other icons will appear after several minutes, but usually, if they aren't visible right after reboot/restart, they never appear. This happens most often after I have a game (video driver) crash, but even that's not consistent. Sometimes I see the issue when booting up the PC and logging in. I've found that turning off the PC (rather than just restarting it) helps in my case.
The Start11_1.4.2.0-j300-Setup.exe build from the link above fixed the slow taskbar startup (and explorer restarts) with Windows 11 Pro 22H2 22621.1413. I didn't seem to have the problem until: 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706) 2023-03 .NET 6.0.15 Update for x64 Client (KB5024670) were installed on 3/15/2023. (That or I didn't notice.)
