If you go to the config page shown below, you can make them go to their respective fences. A folder portal is something else, like shortcut(s) to folders on your computer or network that you can browse like in explorer, so Fences cannot move the files or folders.
Try this:
If you are using an Insider build of Windows 11, things like that are more than likely to happen and has nothing to do with Start 11 not being compatible with Windows 11. Insider/Developer builds are kind of "beta" versions, and it's very unreasonable to expect all software to run flawlessly. I can assure you that Start 11 is working very well with Windows 11 Public versions.

Try right click on your desktop and click "View" and uncheck "Lock Fences".

You can always browse what's on your desktop using explorer. There, all files, folders and shortcuts will show, regardless of Fences. Maybe you accidently dropped the file on a folder on your desktop?
Click on these shortcuts: ... and boxes will pop up and explain how to navigate between desktops.
From the looks of your problem, it seems to me maybe you are using Fences and Desktop pages. Open fences config and learn how it works and how you can configure it.
Curtains is not compatible with Windows 11.
