I've only played two 1.5 games so far (on challenging), and it seems to me the AI is much more agressive and war-mongering. I find it hard to get past the late early game without someone declaring war on me. And since I play an isolationist strategy, their reasons make no sense "You decption is well know"...excpt I haven't attacked anyone unprovoked oe entered anyones land...so where does the deception come in? The solution is really quite simple. Give all the money and resources to the wealthy and allow them to do with it what ever they want, however they want, and to who ever they want. They must be able to operate with complete impunity, So deregulate everything. No consumer protection, no employee safety standards, no environmental protections, heck just no gov't to get in the way of profit. Remember, pure capitalism is next to Godliness. So

The best way to help the poor is to have an economically healthy middle class. It’s like crowd sourcing for the economy. More people with more money means more money available to give to charity as well as more money to buy things which can drive profit and fund business expansion and growth . Which would you rather have, 100 billionaires buy a copy of Windows Blinds, or 100,000 middle class people buy a copy…. When more people are doing better economically, everyone wins.

Part of the problem is that the job creators, for the most part, create MCJobs. That is low paying,dead end, little or no benefit jobs that will not lift people out of poverty. We need to stop viewing "job creators" as Gods and use the massive corporate welfare the gov't gives corps and wealthy individuals and use it for better education, and job training. Also, Monsters are still hanging around AI cities without attacking. Mid game , and I'm at war with the an AI. I approach one of the AI cities and there are half a dozen different monsters hanging around the city doing nothing. Regarless, the issue is you can get multiple duplicates which shouln't happen. I would like to see code built into the randomizer that says once an item has been been dropped, it is excluded from the remaining list of available drops for the remainder of the game.

Yes, this issue has persisted since at least 1.1. I think the problem is that there isn't a lot of different items in each category as Merlinme said.
