How does this work exactly, in the combat viewer? Are all the ships firing at the same time since it would be a little weird if the defending ships damage the attacking ships after they had exploded?

It's kinda stupid that you actually can design a ship with 25 sensor range though. Shouldn't be possible adding modules so that the ship goes over 15. Or better yet, increase the cap to 30 or something.

Seriously, why do you expect a more intelligent, space-faring race to have been so much nicer in it's growth then us humans? Sensor range is capped at 15. So if you have Eyes of the Universe, IIRC your starbases will already have 14 in sensor range without any modules or bonuses.
A tip is to not have the same build order for all planets (especially that one) and instead actually build what the planet needs and when it needs it, often depending on what you want to do with the planet and of course bonus tiles. Start by building a couple factories so that you get a good production on your planets, that will decrease the time it takes to build everything else. I agree, there is lots of text that is in need of a update. The two things that are bugging me the most is that the different governments still list a production and research bonus even though Frogboy confirmed a long time ago that they don't and aren't supposed to. And neutral alignment lists that they give additional weapons and defences when it's clear to anyone that they don't and won't ever get them. How hard can it be to change the text?

I'm pretty sure it's 0 to max. One of the developers mentioned it. When 0 damage is done or blocked it just isn;t shown. I believe the developers over many, many things but not my own eyes. I have never seen that happen and I'm quite sure that no-one else has either since we haven't had a single bug-report of 'Ships not always firing in combat'.<br/
The likelyhood of a tie is close to nonexistent since all races gain a huge number of votes from their influence. And as long as an option gets one more vote then all the others, there is a majority.
Hmm just thought about an interesting strategy make a couple of medium ships with nothing but defensive armor, shields and Point defenses. Then create your super fleet killer ship and use the defense ships to buy you time to take out their fleets. Then all you have to do is simply add a new defense ship relatively quickly to the fleet. Your making basically, cannon fodder
