It is unlikely that Fences is a contributing factor.

Traditional Chinese is not available at this time and Fences is designed to use whatever your system language is set to but you can override it by adding "en" to HKEY_CURRENT_USER\Software\Stardock\Fences "UserLang"
I set up a hot key to open KVM mode You can also set up commands to open a specific remote PC (ex. "C:\Program Files (x86)\EdgeRunner\Multiplicity\mprdp.exe" [COMPUTER NAME] )

You can hold Ctrl while launching or, better yet, in WB settings set it to exclude skinning the application

Are you pointing to a networked directory or are the portal fences pointing to a directory local to your PC? Fences should be updating as things change.

Icons in fences will always align to a grid; you cannot put them anywhere in a fence area. You can, of course, re-arrange icons within the grid.
