How can I disable auto-organizing?

I can put my icons where I want.

(I am using 3.0.4.12 version)

Right-click > Sort Fences by > None

That doesn't work. It is selected but Icons still auto shuffle and I can't put them where I want to.

Icons in fences will always align to a grid; you cannot put them anywhere in a fence area. You can, of course, re-arrange icons within the grid.
