I am going to assume you are talking about DesktopX. If you are not, more context is needed. Use PNGs with transparency for your images. It's super-useful to look at similar DesktopX widgets (not gadgets as you cannot see what makes up a gadget) in the gallery
That is expected, yes. It was put in place by the Department of Redundancy Department for edge cases when things didn't start as expected.

Fences 3 = Best for Windows 10. What you describe is not expected.
There is no hot key for WFX and Always on top. Is it possible that you have enabled the option for double-click or right-click in WindowBlinds?

I would suggest that Avast is blocking traffic. Can you set it to ignore Multiplicity?
