The configuration app window always opens to the same position and size regardless of position and size changes made to the window. By right clicking on a tab and then putting a check by "Always show tabs for this type of window" in the "Personalize Tab" section, then tabs are shown on single windows for that app.

You can click on any "Letter" in the All Apps list and then click the alphabet letter to go straight to that group without scrolling.
