Fences works on the desktop level, and at this time it's not possible to show fences above other windows.
If you are having issues with various software disappearing then you seem to have some type of problem with your OS.

Downloading from WC and installing to WindowBlinds are two completely different things. That's where the confusion is since you mentioned you couldn't download. What types of files are they? What happens when you double-click them?
The problem is I'm not sure what your issue is. You mentioned you can't download in one post, and then something about installing in another. In order to help, I really need a detailed description of what the issue is you are experiencing. If you cannot download a skin, I need to know what exactly is happening. Your account is fine, so if you are being blocked from downloading, that is most likely an issue on your PC.
