FYI, found a work-around to the issue, although it sucks. Found in my Microsoft Windows Downloads folder an earlier version of Fences that had been downloaded (version 5.04), installed that to overwrite the failed 5.81 version, rebooted, and then restored my Fences layout backup snapshot...which seemed to fix the problem of Fences windows collapsing to the bottom of the screen for now (seems to hold after rebooting the PC).

I am also having the same issue as others are reporting...on my multi-monitor setup, after installing the 5.81 update, the Fences windows keep collapsing to the bottom of the main monitor screen on every boot-up. WTF!!! Clearly inadequate software quality testing by Stardock...echoes the failed CrowdStrike update issue that impacted numerous Windows PCs and servers.

I have the same issue on three of my Windows 10 computers (all running latest patched version) that many others have been complaining about since early 2017: when I double-click on a desktop application icon or disk icon (like Local Disk - C) managed by Fences (I'm using the most recent version 3.0.5.12), the application takes 5-10 seconds to start (very slow) or won't launch at all.
