I'm assuming that your recycle bin is empty? Also, try checking temp folders where e-mail attachments, downloaded files, etc. may be stored. I once had an issue like this--Once I cleared out all of the extraneous old e-mail attachments, everything was fine.

Trying to figure out sks6 to make my first WB.
To be a master is not my goal; to do the work of a master is. ;) I just hope to have fun skinning, and do a good job while I'm at it.
One thing I have received from all of this is that I (personally) as a skinner ought to work like a master, whether I ever receive that position/title or not. As I see it, it is not just the artistry or the creativity that is great, but also the work involved. This thread has been an invaluable help to my skinning mentality!

I then downloaded Impulse and updated OD+ through Impulse. It was after this that everything ran smoothly. You need to get Impulse and use it to update ObjectDock Plus. This was the only solution i found when I had the same problem you are experiencin
Since it's located in the program files, then to open it, you may need to right-click on the file and select "run as administrator". Also, you could try saving your .ini as a .txt, delete the .ini, then re-name the text file as "(filename).ini".

I've tried Rocket Dock--not a bad program, but ObjectDock is tons better! ;)
For what it's worth, I've noticed that on my Laptop (Vista Business-32), the Snipping tool works fine from the dock. On my desktop (Vista Ultimate-64) the Snipping tool will not work from the dock. I dunno why...
