text behind taskbar problem

Hello Guys,
I have just recently joined and i have seem to run into a slight problem with what i think to be windowblinds but I'm not sure and as I'm not able to find a solution to this problem anywhere i turn to you guys anyway heres the problem. when i start up my computer the taskbar i perfectly fine but when i hover over an icon the text bubble that comes over that icon does indeed come up but about a half hour later when i then hover that same icon that text comes up BEHIND the taskbar and i cant figure out why this is. the only solution i have found is to turn off the "keep the taskbar on top of other windows" option but then again it works fine with this option turned on at first so i don't know what to make of it please help

Right After Startup:

After Awhile(Notice the white of the text box that is visible):

After turning off the keep the taskbar on top of other windows option(as can be seen)

Happens to me too, no idea why. Seems to happen at random.

On another note, cropping those pics to only show the section of issue would probably be a good idea (just makes it easier).

My computer hates window blinds in general! I have graphics problems on a regular basis, which is really annoying while trying to skin a WB!

Tooltips showing behind the taskbar is a somewhat common issue with Windows.  It happens with or without WindowBlinds but seems to be more likely to appear after a change (like a theme change or display res change)

I have even seen Vista do it.

I wish there was a way to get rid of tooltips altogether. They are so pointless - why when I'm looking at a button with text on do I need a tooltip saying exactly the same thing? Microsoft stupidity at its finest.

Fuzzy you can turn them off for folders & programs listed on all programs. Go to Folders, view & uncheck pop-up description for folder and desktop items

This problem is caused by a bug in Windows that causes the taskbar tool-tips to lose their "topmost" window style and be covered up by the taskbar. Microsoft has acknowledged this problem exists support.microsoft.com/kb/912650, but has not yet fixed it.

Check out this web site for more information and a permanent fix:

Tool Tip Manager was written specifically to fix this annoying problem by processing taskbar window messages and resetting the "topmost" window style for tool-tips as needed, automatically. This program also allows you to customize the appearance of the task bar tool tips (font & color) and set the automatic hide timer value.
