My "home page", as I call it, appears for one or two seconds. I am unable to do anything with it. What then comes up is the Windows 10 beginning screen. Thanks for the correct version of Start10. As best as I can determine, my Windows10 version is 1903 (o.s. build 18362.1082) My Start10 version seems to be Start10 1.55 My "home" page is the screen that came up with the working Start10. I did have wallpaper on it and about 23 shortcuts.

After years of use of Start10, my computer quickly shows and bypasses my Windows 7 homepage. After this Start10 shows only the Windows 10 homepage. I deleted my original Start10 and replaced it with a new Start10. Same problems.
