When you say System programs, are you referring to "C:\ProgramData\Microsoft\Windows\Start Menu\Programs," and when you say User programs, are you referring to "C:\Users\user name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs"?

Have you tried restarting your computer?
Try restarting Explorer, and if that doesn’t work restart your computer. If neither of those work, report back.
Windows 10 shows multiple rows of icon in the system tray, but Windows 11 has never shown multiple rows of icons in the system tray. Start11 will provide multiple rows on the taskbar, but not in the system tray.
I don't believe you can password protect a Fence. You could create a new "Desktop Page" in Fences and keep this Fence on that page. That way it would be hidden from prying eyes, unless they knew how to change pages.
I was not sure if you were doing a trial or owned Start11. If you are new to Start11v2, there is a little bit of a learning curve in navigating the Configuration app. Start11v2 is a very powerful app with many customizations. I use the Windows 10 Style menu with 233 Shortcuts and 27 Tabs. I can get to anything I use on a regular basis with two clicks. If you need any more help, you know where to find it. You can show the All Apps in a scrollable list.
Sorry, with the Start button hidden, you'll have to use the Win-Key to open the Start11 menu. If you have a mouse with programable buttons, you could program a button to open the Start11 menu.
You can hide the Start button here, but unfortunately this is unavailable on the vertical taskbars.
Please give us your full Windows version and full Start11 version. Also, are you using the Enhanced taskbar?
This is normal behavior in Windows 11, and Start11 does not allow for multiple rows on the System tray either.
Where did you find Start11v2.55?
