can there be a blacklist and a whitelist instead of just one or the other?

I use a program called XYplorer for tabbed file browsing.  And no matter if a white or blacklist it, it is always affected by groupy.  Perhaps because XYplorer uses explorer.exe that comes with Windows.  Anyway, I think having both a blacklist and a whitelist will allow me to configure XYplorer correctly.
