I found the root cause on this. Doing a switch user in Windows somehow alters the screen. Logging off to change users provides consistent results.

That page has all default settings. Which one are you recommending?

Hi - Edit/Correction: Issue can be replicated by changing primary monitor. I've got multiple fences with 2 columns of icons. They are all appear to lose maybe 1 pixel between logoff and logon. When grabbing the edge to resize (one fence at a time), the fence immediately snaps to 2 icon width.
