We're not seeing any issues with activation right now. I would suggest trying again.
In the Fences configuration, under Layout and Snapping, make sure 'Store my fences positions on a per-screen-resolution basis' is selected.

What is your ticket number? I would suggest just working with support to see what the issue is you are experiencing.

I'm not sure how Fences would be affected with a new mouse. As was suggested, I'd look for new drivers and then make sure you have the latest version of Fences from your account.
Try uninstalling and reinstalling again. If you still have an issue I would suggest posting a screenshot or contacting support.
