Rolled-up fences and desktop icons

I am using Fences version 3.05.12  (latest at this moment) on two PCs running Windows 10 Pro X64, Vesion 1703, Build 15063.647 (latest on this moment)

I noticed different behavior how Fences ar interacting with desktop.

On one PC when I move the fences around the desktop, all the icons (not in any of the fences) are moving away from the moving fence. When I try to put an icon below the rolled-up fence in an area which will be taken by the fence when rolled-down I can do it without trouble. If I permanently roll down the fence, those icons are moved out of the fence area.

On the other PC Fences behave the same, except that I simply cannot put any icon on the area which will be covered when the rolled-up fence rolls down.

I think that the behavior if the first PC is the correct one. Behavior of  the second one does not immensely bother me as much as the fact that that there should be no reason that they act differently. But since I am not the only user of these two PCs, an the other one is kind of 'peculiar' I'd like at least an explanation if not fix ...
