I have a powerful machine and I started noticing some delay time between turns in one of the later 1.2 betas. I have noticed that with it on, the AI seems to optimize its new ship designs, much more often, and is much more aggressive at creating useful fleets. During some long turns during the late game on large maps, I think the AI is also doing calculations when I am not providing input. It also seems much more aware of my fleets massing at their border. <

Some of these things make more sense as you play the game. The production interaction is especially confusing, and a lot of players can't don't realize that you have to have some production allocated for the sliders to start trading off, and that bonus production needs at lest 1% allocated for you to have ship construction calculated. The improvements in the game, and the months of patches and fixes have made 1.2 almost a new game and have made much of the manual obsolete.
