OK, I think I figured it out. My friend has Start11 and a different brand of tablet, and he wasn't having any trouble with his Start button. That made me think that the XP-Pen driver software, Pentablet, might be the problem. When I closed Pentablet, the problem with the Start button went away. So I took a look at the Pentablet settings, and I noticed that "Windows Ink" was on (by default). I turned that off, and now the Start button works perfectly. Right, very much like a Wacom tablet. The drawing area is mapped to the screen area, so to click the Start button in the lower left corner of the screen, I have to tap the lower left corner of the tablet. Is that what you meant?
It's not a touch screen, just a regular desktop monitor. I set that setting to "Force not touch mode device" and restarted Explorer, but it made no difference to the behavior of the Start button.
