OK - so deleting the tabs from my Windows Startup file and changing Chrome's startup setting to 'Continue where you left off' HAS preserved the close-down tabs on restarting - COMPLETE with their coloured groupings, BUT the Bookmark bar and Group Selector remain empty! So, thanks both for your help - I now have a workable process, and I'll continue to try to refine it.

You've confirmed what pelaird said about Groupy 2. And what I have learned about the known fragility of Chrome's tab groups. I may have another go with Tab Session Manager (and its Save Tab Groups add-on). Incidentally, I've just noticed that after reopening (#9), the tabs which I had grouped before closing (#8 above), DO appear WITH THEIR GROUP COLOUR in the Recently Closed drop-down! Every time I CLOSE a Write tab in Thunderbird Mail, I get a persistent white square (2.5 inches on my large screen - see image below) which sits above everything else (although the cursor recognises what is hidden underneath). If I move the Mail window around the screen the square remains fixed in screen position. Several closures bring on several squares. In the absence of anything useful, I've spent the time to manually move all the icons - but I now realise that I only have about 50-75% of the number I had!
I don't think I understand the relevance of this. I couldn't invent rules that would define where my icons should be.
Is that the final answer? Rules won't help as the fences are subject-based and require manual placement. So I'm condemned to moving them all myself?
Thanks Basj, a good thought. I DID have new items set up as you described, and now I have disabled that and restored the pre-Win 11 snapshot - there is no difference! Did you mean that I should also re-boot, or purge and install again? John
After successfully upgrading to Windows 11 Home (22H2), I found that the VAST majority (but not all) of my many icons had disappeared from their previous fences and I eventually discovered that they seem to have appeared (and significantly overflowed) in my NEW ITEMS fence. I don't see this as a reported problem here. I have tried purging and reinstalling (having seen all/most of my icons unsorted onscreen in the process) but when I 'Apply snapshot' of my previous arrangement, I get t
