A 3GB video card will use up 3GB of addressable memory... which is more or less everything for a 32 bit application. It's possible that your video card doesn't leave much memory for the game. But I'm no expert, maybe it's something else.

Just ignore SC3 please. The story wasn't much fun. A few races were nice much most were a bit boring. The new ships were mostly boring too, with too much focus on cloaking. If you can make a game like SC2 again, with a story as funny and with graphics as colorful as in SC2, I'll most certainly buy it. I wouldn't mind if you would re-use a few of the nice races in SC3 in SC4 and make them shine in a new nicer setting. Just ignore everything else. &
Gas exported by the Netherlands is quite cheap. It is a lot cheaper than gas sold to Dutch citizens for example. Refining solves nothing, because before you can refine oil, you need to import it. That costs a lot of money. The less we need to import, the less money we burn up. And on a sidenote, refining oil that's that used to burn up in cars is a complete waste of effort, if one can run cars just a nicely on electricity.

Sometimes a windows update makes changes to your system. Maybe something was changed by that. If you can, go back to a restore point just before such an update. Well...it is pretty efficient imho. It costs about 4000 credits, but yields about 7 credits/second on a reasonably long chain and if the chain is extended, it will also boost trade income on all other starbases on the chain. That means, it takes about 600 seconds to pay itself back.
