what are new features in fences 3

1. desktop scrolls left and right 2. cannot move item from within one fence to another 3.eradict when attemting to group fences on one desktop. what's going on i have spent hours with microsoft thing it was windows

the box is there but no question: create fence? thus can't create any fences even with 3.9.11
