The cursor is hovering over resource explorer in both cases. The difference is the Transparency effects toggle.

First of all, kudos on a stellar product. I've been a user since Start8. When you turn off Personalization/Transparency effects in Windows 11 Settings, Start11 no longer highlights the menu item under the cursor. Please fix this. Thanks!
