An update to this, I tracked it down to a group policy setting. I have a GPO that ONLY does one thing. It applies a proxy server to IE. That is the one and only thing it does. As soon as the proxy server is applied, start 8 stops working. It also seems to take about 5 extra seconds for the start8 icon to show up, almost like it is timing out when it cant check activation or something. Any help?

I have start8 installed on a 2012 RDS server. The admins can use start8 just fine, but anyone NOT in the admin group just sees the configuration menu. I have tried everything I can think of and do not know what to next. Please assist.
The only Group Policy settings that were applied were in a GPO that had computer policy disabled. Only user settings are enabled. So unless the authority can be removed through user settings then I don't think that could be a possibility. Anything ion particular you want me to check?
As an update, after clicking the start button a few times, it seems that the start button stops doing anything at all. It does not even bring up the menu any more.
I have recently installed Start8 on our Windows 2012 Remote Desktop Services Server (Terminal server).
