Re-download the installation file and try again. If that does not work, there might be something on your end like antivirus or similar that's blocking the installer.

I think the license applies to the number of OS/computers. If you dual boot, that is the same as having two computers in one, I think. But if that is what you have running, you don't need to worry. As an example, you can have Windowblinds installed on 5 computers, Start 11 on 5 computers, Fences on 5 computers, and so on with a valid license. Hope that answer your question.
