The transparency settings has always been a bit confusing for to me too. I'm still on Windows 10 and just guessing here, but there should be a setting similar to this you could try:

Start 11 (and all Stardock apps) currently do not support CPUs based on ARM architecture.
I have seen that before, but only with some blinds. I solved it by changing the margins for those buttons Skinstudio. Do you have the issue with all blinds? If not, what wb are you using?
