Yes, I've already set Google Japanese Input-related applications as excluded in "Per application" settings. Unfortunately, I have no way to specify DLLs to exclude. Excluded apps are: GoogleIMEJaBroker32.exe, GoogleIMEJaCacheService.exe, GoogleIMEJaConverter.exe, GoogleIMEJaRenderer.exe, GoogleIMEJaTool.exe. And, chrome.exe, chrome_frame_helper.exe, chrome_launcher.exe and nacl64.exe are also excluded because of Google Chrome issue.
When I install WindowBlinds and choose skins other than "Windows XP style" or "Windows Classic", my Google Japanese Input fail to launch. It seems to happen if I chose skins like "7 Plus" by adni18, "Eminence" by Zero, or "Diamond" by Stardock Design: all of these are alpha-channel enabled skins, using transparency. "Google Japanese Input" is an IME for Windows and Mac OS X (Google provides "mozc" for Linux on open-licensed); Here's a little explanation from Wikipedia <
