No, it didn't, because I ended up buying it for forty dollars, even though it was in desperate need of some QA. I had my fun with the game, but the combat system was abominable. Also, the supposedly smart AI that wouldn't be fooled by piling up lower level techs also rejected lower level techs that granted big stat boosts. Loved the indie civs, though. Galactic Civilizations won't be on Steam, huh? Stardock is always so full of it. And it's cheaper on Steam, too. BTW, for a company that claims to support its games long after release, TotA sure had a lot of bugs and typos.

Hello. I have interest in purchasing galactic civilizations. however, I find that the price of buying a new copy+expansions, even in a set, is rather exorbitant (do not tell me it's worth the price.
