A couple things: -What version of Windows? -What version of WindowBlinds? -What specific video card?
Since Twilight requires the other expansion as well as the base game, which you'd have to purchase before you can play, you're better off getting Ultimate, as there is no content difference, it's just in one package rather than three.
It looks like this is a Windows 7 only bug, though if anyone gets this on XP or Vista, let us know, as we were only able to reproduce in 7.

The easiest thing would be to try adding exceptions for Impulse in or disabling temporarily any security software you might have. You can also try bypassing your router and connecting directly to your modem, as the firewalls in some routers may cause conflicts.
If you are new to the beta, make sure you have the 'Show pre-release versions' in Impulse turned on, or Elemental will not show up:

What version of Windows are you on? Some people have issues where the extraction path in the temp folders becomes too long. Try changing your Impulse temp folder to the root of one of your drives, then restart Impulse:

The first is in the root folder, and there may be two more, depending on which version of the game you have, in the \Entrenchment and \Diplomacy folders.
