Actually, it looks like you're right-clicking on the desktop. What happens when you right-click on the titlebar of the fence?
There is some overlap of functionality, but I'd say the biggest difference is the way it can group together sets of windows. So if you have a specific arrangement of windows for one task (say, photo editing), and different set for another task (say, email and chat), then you can set up individual pages in Tiles for each task. It's actually supposed to start already running. Do you have any protection software running? Try adding exceptions for WindowBlinds and see if that helps. You can also contact support@stardock.com and we can look a little deeper at what's happening.
Anything else going on that might be hooking into explorer.exe?
Dealing with Z-ordering is a nightmare when programming, so I'm not surprised that's where the issue is localized.
Is it that you can't move them, or can you not click on them at all?
It could be due to a hard drive failing, maybe bad memory caused the wrong data to be written in the right place, there are numerous reasons for file corruption. It's possible IconPackager was accessing a part of the hard drive that was bad, which caused things to start degrading, or it was a coincidence. It's very hard to tell how something happened, but my guess is it's hardware related, most likely your hard drive.
Also, if you've purchased the bundle outside of the app, or have it through Object Desktop, you'll need to activate through Tiles: Just enter your Stardock account info, and that should do it.
Fences isn't a running program, so that's not an option. All Fences does (which is still a lot) is say where your icons are on the Desktop, and keep them corralled. I would say Zubaz's suggestion is your best bet.

Even though Stardock staff roam these halls, the forums are considered 'unofficial'. There's a lot that can be covered here, and our community is extremely good at helping with a lot of technical issues, but email is the only official support route.
