I think it would be fair to say the AI is not terribly bright. Even on the highest difficulty levels I tend to find they never concentrate their forces and spend a huge portion of their military budget on Defender type ships regardless of the race. Those ships, while sometimes formidable, pretty much just sit and wait for my concentrated fleets to come in and wipe them out a couple at a time. If I am have enough paitence I can attack a few worlds, go rest my units to repair
1. I would keep maint. cost because it is the only way to control overall fleet size in the later stages of games. 2. I am indifferent about how taxation is handled. I have played Rome TW and this game a bunch. Both have their pluses and minuses. I would suggest that the scouting function is simply something that is accomplished automatically. It would be easy enough to code as games with ranged and melee units usually have a setting for ranged units that instructs them to keep their distance and simply keep the enemy within sensor range.
