As has been noted, Impulse is required to get the patches for the game. In order to have content digitally distributed to you, it is necessary to have access to a reliable internet connection. If the security or accepted use policies in your place of business do not allow you to install Impulse, it is an issue to address with your IT department. I can tell you that Impulse does not contain any malicious software and does not pose a security threat.

I do not see Sins and Entrenchment associated with your account. If you have registered them previously using another email address that will likely need to be merged into your current account. If this is the case, send an email to support@stardock.com to get your accounts merged. If you have never registered Sins you will need the serial number from it to do so.

Impulse requires at least Internet Explorer 7 to be installed in order to run (see the requirements here: http://www.impulsedriven.com/about.aspx). As you know, there is no way to get anything but the latest patch. If you had not created an archive in the past you will likely be unable to use the mod. Going forward, you will want to create an archive before updating. To do this, click the orb in the upper left and then choose 'Preferences'. Do you have any security software installed? If so, I would suggest adding an exception for Impulse.exe so that it may download without interruption. What kind of internet connection do you have?

Sign into Impulse and then click the orb in the upper left corner. Click 'Preferences' and then click the 'Reset Data' button. Attempt the download again. If you have security software such as firewall/antivirus/antispyware you may either have to add an exception for Impulse.exe or temporarily disable this type of software for the duration of the download/install.

You may need to repair/reinstall your .NET Framework, specifically .NET Framework 2.0. To avoid potentially wasting bandwidth for your download cap, I would suggest adding Impulse.exe (typically located in C:\Program Files\Stardock\Impulse) as an exception in any security software you might have. Also, if you have Ad-Aware or SpyBot installed you may want to temporarily disable those as they usually prevent Impulse from working/completing downloads.
