Most users do not run into the activation threshold unless they re-install Windows and their software many times in a short period of time.

You can either create an archive with Impulse by right clicking on the game and choosing 'Download and archive' or you can sign in with your Stardock.net account here http://anywhere.impulsedriven.com/Default.aspx to download the installer/archive files. Once you have them, you can burn them to disc for archiving.

Impulse does not require a cd key to install. Download from the full installer found here: http://www.impulsedriven.com/impulse_setup_full.exe

Your best bet is going to be to install Impulse and use that to install the latest version and have it automatically activate. Download the installer from here http://www.impulsedriven.com/impulse_setup_full.exe and then sign in with the same account you signed in here with. DeskScapes will be listed under the 'My Software' tab. You will have to uninstall what you currently have installed for DeskScapes.
