The problem was not a anti-virus program, but Google Chrome itself. There was no way around it, other than using another browser. It's unclear from the Google documents, but it's possible that the site has been flagged. https://support.google.com/chrome/answer/6261569

I just want to point out that my version of Chrome refused to download an executable from my list on the "myaccount" page. There was no feedback as to what was going on, until I right-clicked and was given a warning explaining the refusal (site was flagged, or else an unsecure download). My workaround was to use Internet Explorer, so it's no longer a concern for me, but probably something to be looked at.
