I'm having a similar problem in the campagn. The first half-dozen turns work fine, then suddenly I am billions of BC in debt. What's more, while the tech window says that I will research a tech never, I am able to research one or two techs a turn. With no money! I actually researched the entire tech tree while being billions of BC in debt. I still lost, even though I gave all the tech to my allies. It's hard to win when you can't build ships. This all happened after I upgraded
