You do a draft at the beginning of the season to distribute the players. There is a pool of leftover players that can be swapped onto your team at any point in time. Each week you start people on your team. If you are starting them, they get points based on what they do. The more points, the better. You also have bench spots, which are just players that you control, but don't give you points. They are just backups. Each week you are matched up

Actually from patch notes it looks like the second charge only starts building at 1:40, so starts are the same. So things are the same.

1) Most of this stuff isn't going to work that well as of 5.1 since junglers will have a second early smite, which greatly eases 1st buff pains I believe (not sure of exact mechanics). 2) This is mostly low ELO stuff probably. The cost/benefit analysis of the strategy is entirely dependent on how well bot lane notices a missing support. I don't really watch high level streams, but my understanding is that one side is "supposed" to take doubles and the other side is supposed to take gromp. The jungler is supposed to start on the opposite side. Top is supposed to do something which is very dependant on which champion is picked, but can be as simple as just leashing for the jungler. I don't know about reasonable. I mean, it took us like 2 games to convince him that maybe the optimal Syndra strategy actually involves attempting to CS a little instead of just going for stuns on the enemy champion ("I stunned him but I do no damage!"). Sejuani and Voli are completely different. Voli is very similar to Udyr. Sejuani is very similar to Amumu. So Voli does a lot of things better, and a lot of things worse because they fill completely different roles (bully fighter vs AoE AP tank). Voli is a fine champion, its just that Udyr is probably a bit better and they are pretty similar.

You are overrating dragons I think. As it is currently set up, the first one is valuable. The 5th one is incredibly valuable, but 2-4 aren't worth much. And basing a pick on getting to 5 dragons is probably risky at best. Or to put it another way, the first dragon is better than before, but dragons 2-4 are probably weaker than last season. I'd rather have the gold than 15% more damage to buildings. So I don't see a net skyrocket here.
Yes, 5th dragon buff works kind of like baron buffs where it lasts a somewhat reasonable amount of time then goes away on its own. It also goes away if you die. You can always get it back again by killing another dragon.
