Thank you for reporting this. I was able to reproduce it here. The problem has been fixed now.
3. The time line only shows data for civs you have met. That is probaly why you only saw 4 civs at that time.
2. You need at least 1 type of defense on the ship for defense assists to work. Likewise, you need 1 type of attack on a ship for attack assist to work. If your ship has 0 defense, defense assist will do nothing for it. Same for attack assists. If you hold the mouse over the ship's stats on the main galaxy screen you can get a popup that shows what bonuses your ships are getting from nearby starbases. 4. Some techs, like Impulse Drive
Try copying the galciv2/MetaverseData/startypes.xml file to your galciv2/Data folder. Also, the data that caused this to happen is saved into the saved game file, so you will have to start a new game after you copy the file for this problem to be fixed.
I have fixed the problem where if you hit ESC at the election screen, it prevents the election. Hitting ESC will no longer close that window. You have to go through the election. This will be available in the next update.
Can you post your debug.err file (in your galciv2 program folder)? You should see an animation like Martimus described.
You can obsolete core designs. That will remove them from your list of ships that you can build for your current game, but as soon as you start a new game they will be back in your list.
In that same list that gallagher118 mentioned, there is also a Find button (looks like a magnifying glass) You can click that and enter the name of a planet, and it will bring the camera to focus on that planet. Likewise, you can switch to ships in that list and hit the find button to search for a ship by name.

Create a new ship, components take up the specified amount of space. Now upgrade ship, any ship, the components only take up 1/2 of the specified space! ~Brian </
There is a video tutorial on designing ships in the game tutorials screen. That may answer a lot of your questions. The "Place" button is greyed out/disabled for the "Extras" parts, because they could go anywhere on the ship. It is activated when you select functional components like engines, weapons, etc. These can be automatically placed on a ship using the place button or double-clicking the component in the list. "Remove components when upgrading ships" is an option. It's under "Ship Designer" in the Options screen. It's only in v1.1 Beta 2 and 3 though. I've made the change. It will no longer auto-obsolete your original design when you upgrade.
The date on your video drivers is 4/15/2003. Please try updating these and see if the problem persists.

Are there any ships defending the planet? If so, you need to destroy those ships before you can use a transport to invade it.
Mikeswi, Were you attacking ships in orbit when this happened or were they out in open space? If you wouldn't mind, could you please send your debug.err file (in your galciv2 folder) and a saved game near when that happened (if you have one). Thanks.
