I agree. I did the DISM scan. It did not work. I've decided to disable the the lock screen with the GPE and I've disabled the wallpaper on the log-in screen. I'm ok with this work around as I did not like the hideous default wallpaper and I'm not willing to do a complete re install of my OS and numerous programs. Thanks for your help all the same.

Yes it works with the clean boot on the new user I created but the wallpaper still stays the same on my current main account
Do you know what is said to be the definition of insanity? ......Trying the same thing over and over again and expecting a different result. I've already did what you have described to the very letter and it did not work. You know what does work? Disabling Start11. Thus, logic dictates that something about Start11 is the problem. I paid 6 bucks and I love this program, but I lose my own preference for a lock screen wallpaper and that kinda sucks. If somebody could give me another Fix for this
Yes, I know how to change my lockscreen wallpaper. This does not work for me.
I did exactly as you instructed and the result is no change. I still can only get stock blue image on my lock screen.
When using start11 and I activate the menu portion I am unable to change my Lockscreen wallpaper from the stock photo. I know start11 is the culprit because if I disable it ..... the functionality of changing the wallpaper comes back. I'm using Windows 11 version 21H2 build 22000.493
