At this time there is no way to disable that. Moving the fence a bit further down is the best solution.

I move one of the normal fences and the list view portal folder to the second monitor I then disable the second monitor and the two fences over there move back to

Hi. What version of WB? What version (and build) of Windows? What skin? Does this happen with the included skins (Modern, Ice, etc)?
It's best to uninstall. Your settings should be preserved
I do not know if we have ever had this request however it may be possible. It will require experimentation though. Add your secondary PC above the primary and open the alignment settings. Change them to a negative number and then move your cursor up from the two upper corners of the monitor and see where on the top screens it shows up. Much may depend on monitor size and resolution.
