I was wondering, if I created a mofified version of someones DesktopX work; do you have to ask the orginal creators permission before uploading or is WinCustomize open source and aslong as you give proper credit to the original artist then you can upload it. If someone can reply to this post ASAP it would greatly help me.

Yes, permission is required. It must be included with the upload too   Any work derived from someone else's work and not having permission will not be accepted.

Thanks for your help Fuzzy but one last question. How do I get in contact with the original creator. I can't find their e-mail address anywhere.

You could try leaving a message on the skin comments, or visit their homepage and leave a message there. The new site doesn't have a facility to look up e-mails yet, so I can't help directly

There is also a forum here (in the General section) specifically for requests. Don't know if folks use it though (it has very few requests in it).

Dev, your right, and after actually having a peek I noticed that there is even a forum for asking permissions that is used even less..but it is there for this very purpose I suppose..
