Is there a conflict of information here? The following two links both state that a Level 3 user can "Rate" skins:

China...yes, and a boot is a trunk, and a mudguard is a wing and a bumper is a fender....but since cars did not originate in the US it was just plain petty of them to go change the naming protocol...

Actually, only in the US did they find necessary to reinvent the English language and decide that "colour" should be spelled "color". I everywhere else in the world where English is written, it's "colour".
