Can I still buy the game

If you can get to Steam enough to buy it under your account, then you can load it onto your new computer after you get that new computer.  Steam will ask you to confirm the new computer being used and then you are good to go for all your Steam games.

Thanks my next question is if I am a elite founder am I still an elite founder after I buy the stardom pack, otherwise it would not be worth buying to me.

It's not going to affect what you already have on your account.

If you are an elite founder, you will find the same everything you have now ready to use on your new computer once you let Steam reinstall your games.  I did a full system upgrade, and the easiest part was migrating my Steam account.

My next question can i give away my galactic civilizations 3 game from the game pack.

I thought I read somewhere that Steam changed the way bundles work so that you'll only get (and pay for) the games you don't already have.

I ran into this issue in an earlier GalCiv bundle.  I wanted to gift someone a copy.  Steam wouldn't let me buy what I already had.  We had to log in to Steam under his handle and then let me pay for it with my card.  Not ideal, since it depended on both of us being local and ruined any surprise factor,, but that is what I did.

hmmmm... interesting I was able to buy Space Engineers for my kids from my acct as a gift even though I already own it...

As part of a bundle or standalone? The change I'm thinking of only affects bundles, and was only introduced in March or so.

I'm going to get it as part of a bundle. Since I'm a founder elite my original versionOf the game is better, so what I'm  asking can I give my useless game from the bundle away.

And what I am suggesting, based on what I have read, is that you will not get a second copy of the game, and the bundle price will be discounted accordingly.
