800 fame = Level 1 hero?

I'm just entering the clean-up phase of my first 1.3 game, and my 200-fame and 400-fame heroes were pretty close to their current levels of 11 and 9 respectively when they were recruited. Which meant that I was kind of surprised when I hit 800 fame and the heroes to recruit were both Level 1 (truly, no specialization either). Not a game killer even if it was expected, but a bit of a surprise.

The spawn level (ie. which heroes can be spawned at each fame level) is kept in CoreGameEvents.xml in Data\English (from the main installation directory).  When the number is -1, any hero can spawn.

As of now the problem is that no higher level heroes have been created.  You would need to create champions with a higher spawn level and then edit the CoreGameEvents.xml file to have those higher level heroes come up.  I'm not sure if you can change the CoreGameEvents.xml file from the Mods folder though.

I think Champion bonaza mod addresses this no?

Actually it doesn't as Champion Bonanza only adds extra champions without changing any of the game rules. It does not overwrite any of the core files.

Thanks for the explanation. A few high level heroes for long games/big maps would be something for the Heroes DLC, I guess...
