TAR TEC Rebels....should it require envoys......?

First off I think this tech comes to early.

Rebellion gives up to many of it's higher techs to early, late game you have nothing to look forward too.

Anyway, shouldnt Truce Amongst Rogues require you to have a envoy in the wells that this is effective?

Why have a ship that is a Diplomatic ship, and take it out of the treaty business?

Instead of just a switch in the tech tree, make it that you also need one of these ships in each well.

Ideas?

If you would require an envoy for it to work this tech would become useless. Who in the right mind would build envoys that cost fleet supply and require extra research to have peace with some local faction in a single gravity well? The would only be useful when you put them at a Pirate Base in that case.

Besides, I don't think it becomes available too soon to be honest...

Also, the TEC Rebels aren't a very diplomatic faction. Using envoys isn't really their thing lore wise. By having TAR require envoys you would practically break their most useful tech.

Why would you want to look forward to TAR late game when most if not all of the planets have already been colonized?

TAR isn't even a problem. Its gives you a huge tradeoff of a good colonizing start but sacrifices your ability to gain XP via creeping.

I don't know, thought 4 civ labs was way to short to walk your way to your enemy.

I personally think regardless of faction, that neutrals should have all the planet defenses available to you.

Its not just 4 labs you have to tech all the way to research "Political Kickbacks". To be honest I think TAR is lack luster when compared to some other super-researches(WotS, Twin Fort, SB Mobilization, Every VL tech). If you actually look at TAR its not THAT good at all mainly because half of the ability is disabled on MP because nobody plays with pirates.

Still, cutting your way through the Pirate Base unharmed may grant you a very sweet tactical advantage, even when the Pirates are not active.
