After a few tries, I did run my ccleaner in between the uninstall and re-install. But unfortunately, it was too late; it had surpassed the install activation limit (I think it's 5).

So I've resized the image and everything and it seems to apply just fine, however, it will not allow the image to overlap the bar (in other words, can we make the image taller than the taskbar's upper line?
I hear ya on the conversion process not being difficult, but I wasn't sure if the PNG format will keep the alpha blending attribute.
You are quite right, I was troubled by the size issue.
