Seems the download isn't secure and my browser was blocking it. I was able to get it by manually downloading with right-click, then ignoring the warning. Thanks again for your help.

I just installed windowblinds after purchasing it from humblebunle and after browsing wincustomize and trying a few skins nothing really suited exactly what I wanted, so I looked into how to make a skin myself.
